(AP) ? China's new leaders pledged to run a cleaner, more efficient government and slash spending on official perks Sunday as the ceremonial legislature wrapped up a pivotal session to install a new leadership in a once-a-decade transfer of power.

The transition that began in November under strict orchestration by China's ruling Communist Party has taken place at time of lower estimates of future economic growth and rising public anger over massive corruption, waste, and extravagant spending that are exasperating a yawning wealth gap.

President Xi Jinping told the nearly 3,000 delegates gathered at Beijing's hulking Great Hall of the People that his government would "resolutely reject formalism, bureaucratism, hedonism and extravagance, and resolutely fight against corruption and other misconduct in all manifestations."

Shortly afterward, freshly appointed Premier Li Keqiang said the central government would slash its payroll and freeze spending on overseas trips, guest houses, office buildings and new vehicles in response to falling revenues.

"The central government will lead by example and all local governments must follow suit," Li said in his first major appearance before domestic and international media.

Li said that the government would have to push hard to meet its economic growth target of 7.5 percent for the year, while funds flowing into central government coffers increased by just 1.6 percent over January and February. Although such low growth is expected to continue, spending on social programs will only increase, forcing the government to cut back in other areas, Li said.

Niu Jun, a scholar at Peking University's School of International Relations, said Xi and Li hit on topics familiar to a Chinese public that has grown weary of promises to fight inefficiency, corruption and waste.

"I don't have terribly high expectations for these new pledges," he said.

However, Niu said Li struck a chord with by placing a new emphasis on handling matters strictly according to procedures rather in the form of some new campaign or crackdown.

"I was especially impressed about Li's commitment to handle matters according to laws and rules. That really shows the government is paying heavy attention to building the legal system," Niu said.

Xi, already the country's overall leader since being named Communist Party general secretary in November, was installed in the largely ceremonial post of president during the 13-day session of the rubberstamp National People's Congress that ended Sunday. Li, the party's No. 2 leader, was named premier on Friday.

On Saturday, legislators endorsed the leadership's slate of veteran technocrats ? many with strong international experience ? to staff a Cabinet charged with ensuring continued growth through government streamlining, increased consumption and a movement toward higher technology and less labor intensive industries.

They also need to guard against an overseas backlash against a more assertive foreign policy, cyber-hacking and years of scouring the world for resources, and Li sought to send a reassuring message on ties with U.S. ? China's most important overseas relationship.

"Like in the past, the new government in China attaches great importance to ties with the U.S.," Li said. China acknowledges differences with Washington, but sees considerable room from growth in investment and trade that reached almost $500 billion last year, he said.

Among Saturday's appointments was Commerce Minister Gao Hucheng, who has a Ph.D. in sociology from the University of Paris and has worked in Europe and Africa. And the finance minister was Lou Jiwei, chairman of China's multibillion-dollar sovereign wealth fund and a fixture in international financial circles. Zhou Xiaochuan, another prominent figure, was kept on as central bank governor.

Wang Yi, a career diplomat with experience working on North Korea and other knotty diplomatic issues, was named foreign minister, while head of the manned space program, Gen. Chang Wanquan, was named defense minister.

China's economy is limping out of its deepest slump since the 2008 global crisis, and a dip in February consumer sales and factory output has spurred fears that the rebound might be faltering. Economic growth fell to 7.8 percent last year, China's weakest performance since the 1990s.

Responsibility for the economy will largely fall to Li and vice premier in charge of economic affairs Wang Yang, a reformist ally of now-retired President Hu Jintao.

Also Saturday, in a sign of displeasure with severe pollution, the normally compliant National People's Congress deputies cast an unusually high number of "no" votes for members of its environmental protection committee: 1,969 in favor to 850 opposed, with another 140 abstaining.

Sunday's closing session was also enveloped in smog, with many schools canceling outdoor sports activities.

Before adjourning Sunday, the congress also approved this year's budget, the Cabinet's report on its work of the previous year, and plans the 2013. The newly appointed congress speaker Zhang Dejiang delivered remarks emphasizing the need for stronger legal protections for the country's 1.3 billion people.

"To ensure people's democratic rights, we must strengthen the rule of law and put democracy within institutional and legal frameworks," he said.

4 arrested for So. Calif. motorcycle freeway stunt

(AP) ? Four men ? including the would-be groom ? have been arrested for a marriage proposal stunt in which hundreds of motorcycles blocked a Southern California freeway.

The San Gabriel Valley Tribune (http://bit.ly/YpnIS8 ) reports four people were arrested last week on suspicion of being a public nuisance and taking part in an unlawful assembly. Three were released on bail and one remains jailed Tuesday.

As many as 250 motorcycles blocked the eastbound Interstate 10 in West Covina on Jan. 27 so that a biker could propose to his girlfriend. She accepted. At one point, a bike sent up a cloud of pink smoke.

The stunt was captured on video and went viral on the Internet.

It only lasted about two minutes but authorities weren't amused.

Holly Madison: Daughter Rainbow Won't Be "Traumatized"

Holly Madison is not happy with the public's reaction to her unique baby name. The Girls Next Door star gave birth last week to her first child, Rainbow Aurora Rotella. (It's a girl. Thank goodness.) After the Twittersphere exploded with jokes about the baby's moniker, Madison stepped up to defend her choice.

Jury begins deliberations in Ohio Craigslist murder trial

By Kim Palmer

AKRON, Ohio (Reuters) - Jurors began deliberating on Monday in the trial of an Ohio street preacher accused of murdering down-on-their-luck men who answered a Craigslist ad for a non-existent job.

Richard Beasley, 53, was a "master manipulator" who preyed on people who were "easy targets and desperate for a better life," Jonathan Baumoel, Summit County assistant prosecuting attorney, told jurors in Akron, Ohio, during closing arguments in the case.

"He earned their trust and it cost them their lives," Baumoel said.

Beasley faces the death penalty for the 2011 murders of David Pauley, 51, of Norfolk, Virginia; Ralph Geiger, 56, of Akron, Ohio; and Timothy Kern, 47, of Massillon, Ohio.

Beasley is accused of killing Geiger first after luring him with the possibility of a non-existent job, stealing his identity, and then killing the other two men after they answered a Craigslist ad for the job.

Beasley is also charged with the attempted murder of a South Carolina man, Scott Davis, who testified earlier in the trial that he answered the ad for a $300-dollar-a-week farmhand job.

Baumoel told jurors that although there was no DNA evidence linking Beasley to the murders, the overwhelming number of connections between him and the dead men is "the DNA of the crime telling you who committed these crimes."

Beasley, dressed in a dark sport coat and tie, took notes and sometimes shook his head as Baumoel made his arguments.

Defense attorney James Burdon told jurors Beasley was "a fall guy" and all the evidence in the case was circumstantial. The defense said members of a local motorcycle gang are the real killers and that witnesses lied to protect themselves.

Burdon admitted that Beasley was trying to evade getting arrested by using false identities and helped post the Craigslist ad but denied killing anyone.

The attacks were among a series of incidents involving social media in which people advertising goods for sale or responding to ads have been attacked and killed.

In 2009, a former medical student was accused of killing a masseuse he met through Craigslist. Last year, two men in Tennessee were accused of killing a man and a woman for "unfriending" the daughter of one of the suspects on Facebook.

Beasley's alleged accomplice, Brogan Rafferty, 18, was tried as an adult and sentenced to life in prison without parole in November for his role in the deadly scheme.

The jurors in the Beasley case are sequestered. They will deliberate until 9 p.m. local time Monday.

HBT: Wright grand slam powers USA past Italy

David Wright hit a grand slam in the fifth inning of tonight?s contest that resulted in a 6-2 victory for the U.S. over Italy, keeping their hopes alive in Pool D. The U.S. had stayed within striking distance of Italy, trailing 2-1 entering the fifth.

Italy scored twice, once in each of the first and second innings. In the first, U.S. starter Ryan Vogelsong uncorked a wild pitch with two outs, allowing Mike Costanzo to score from third base. In the second, Tyler LaTorre singled with two outs and scored on an Anthony Granato double.

The U.S. chipped away in the fourth after Italy replaced starter Luca Panerati with Marco Grifantini. Ryan Braun led off the inning with a single and quickly touched home on a Joe Mauer double to left. Grifantini lost control in the fifth, walking Adam Jones to lead off the inning, then surrendering a single to Jonathan Lucroy to put runners on first and second. Matt Torra came in to attempt to extinguish the flames, but with one out, Brandon Phillips singled to right to drive in Jones and tie the game. Joe Mauer walked with two outs to load the bases for David Wright, who fouled off a couple pitches before squaring up a change-up, promptly deposited beyond the fence in left-center. The U.S. went up 6-2 and never lost control from there.

Jeremy Affeldt tossed one scoreless inning of relief after Vogelsong?s exit, then Ross Detwiler threw four shut-out innings to close out the game and the victory for his team.

The win brings the U.S. to 1-1 in Pool D, tied with Canada. Italy has already clinched a berth in the second round, but seeding will be determined by run differential. The U.S. and Canada will play for the right to advance tomorrow at 4 PM ET.
