Afghans: Next force transition starts in 2 months

KABUL, Afghanistan (AP) ? The next phase of transferring security from NATO to Afghan control will begin in two months and aim to cover nearly 90 percent of the country's population, the Kabul government announced Monday.

The transition, which began in early 2011, is slated to give Afghan forces full responsibility for security by the end of 2014, when most NATO troops will have withdrawn.

Misgivings persist about the readiness of Afghan forces, although their numbers have grown rapidly over the past year to more than 330,000. They now shoulder most combat operations, while NATO forces, including some 66,000 U.S., troops are preparing to pull out. The U.S. intends to keep a residual force in Afghanistan past 2014 but the size has yet to be determined.

Ashraf Ghani Ahmadzai, who heads a transition commission, told a news conference that Afghan security forces now are responsible for protecting 75 percent of the population.

"The general assessment is that security is better or the same," Ahmadzai said. The third transition phase began in May and ended Monday. He said that by the end of the fourth phase, the duration of which is open-ended, 87 percent of the people will be protected by Afghan forces.

Targeted for the upcoming transition are 12 provinces, mostly in the north and central regions, as well as a district in the southern province of Helmand, the most violent in the country.

Gen. John R. Allen, commander of foreign forces in the country, called the announcement "another historic step as (Afghanistan) gets closer to taking full responsibility for security of the entire country."

NATO Secretary General Anders Fogh said in a statement that it was a "significant step toward our shared goal of seeing Afghans fully in charge of their own security by the end of 2014."

9 killed, more than 20 hurt in tour bus crash along Oregon highway

PENDLETON, Ore. (AP) ? A tour bus careened through a guardrail along an icy Oregon highway and 100 feet down a steep embankment Sunday, killing nine people and injuring more than 20 others, authorities said.

The charter bus carrying about 40 people lost control around 10:30 a.m. on snow- and ice-covered lanes of Interstate 84 in a rural area of eastern Oregon, according to the Oregon State Police. The bus crashed near the start of a 7-mile section of road that winds down a hill.

The bus came to rest at the bottom of a snowy slope and landed upright, with little or no debris visible around the crash site.

More than a dozen rescue workers descended the hill and used ropes to help retrieve people from the wreckage in freezing weather. The bus driver was among the survivors, but had not yet spoken to police because of the severity of the injuries the driver had suffered.

Lt. Gregg Hastings said the bus crashed along the west end of the Blue Mountains, and west of an area called Deadman Pass. The area is so dangerous the state transportation department published specific warnings for truck drivers, advising it had "some of the most changeable and severe weather conditions in the Northwest" and can lead to slick conditions and poor visibility.

St. Anthony Hospital in Pendleton treated 26 people from the accident, said hospital spokesman Larry Blanc. Five of those treated at St. Anthony were transported to other facilities.

The East Oregonian said it spoke with two South Korean passengers, ages 16 and 17. Both said through a translator that they were seated near the rear of the bus when it swerved a few times, hit the guardrail and flipped. They described breaking glass and seeing passengers pinned by their seats as the bus slid down the hill. Both said that they feared for their lives.

The paper said that the teens, one of whom injured a knee and the other suffered a broken collarbone, were staying at a hotel arranged by the Red Cross.

I-84 is a major east-west highway through Oregon that follows the Columbia River Gorge.

Umatilla County Emergency Manager Jack Remillard said the bus was owned by Mi Joo travel in Vancouver, B.C., and state police said the bus was en route from Las Vegas to Vancouver.

A woman who answered the phone at a listing for the company confirmed with The Associated Press that it owned the bus and said it was on a tour of the Western U.S. She declined to give her name.

A bus safety website run by the U.S. Department of Transportation said Mi Joo Tour & Travel has six buses, none of which have been involved in any accidents in at least the past two years.

The bus crash was the second fatal accident on the same highway in Oregon on Sunday. A 69-year-old man died in a rollover accident about 30 miles west of the area where the bus crashed.

A spokesman for the American Bus Association said buses carry more than 700 million passengers a year in the United States.

"The industry as a whole is a very safe industry," said Dan Ronan of the Washington, D.C.,-based group. "There are only a handful of accidents every year. Comparatively speaking, we're the safest form of surface transportation."

The bus crash comes more than two months after another chartered tour bus in October veered off a highway in northern Arizona, killing the driver and injuring dozens of passengers who were mostly tourists from Asia and Europe. Authorities say the driver likely had a medical episode.

Reports: Russia sends another naval ship to Syria

(AP) ? Russian news agencies say the navy is sending another ship to the Syrian port of Tartus, where Russia has a naval base.

The reports Sunday by the ITAR-Tass and Interfax news agency cited an unidentified official in the military general staff as saying the Novocherkassk, a large landing ship, has set sail from the Black Sea port of Novorossiisk. The ship is expected to arrive in the Tartus area in early January.

The reports gave no information on the ship's intent. But Russian diplomats have said that Moscow is preparing a plan to evacuate thousands of Russians from Syria if necessary. The Defense Ministry announced two weeks ago that several ships were being dispatched to the Mediterranean.

Trotter cites legal trouble in ending US House run

CHICAGO (AP) ? An Illinois state lawmaker who was a frontrunner to replace former U.S. Rep. Jesse Jackson Jr. says he's ending his candidacy because he doesn't want the felony gun charges he faces to detract from the district's important issues.

Donne Trotter was arrested Dec. 5 when security screeners at O'Hare International Airport found an unloaded .25-caliber Beretta handgun in his bag.

He told officers he has the gun for a job he works with a security firm and forgot it was in his bag before he went to the airport.

Trotter announced Saturday he will not seek the 2nd congressional district seat, explaining that solving the area's economic and other problems was too important to allow his legal "situation to detract from what needs to be front and center."

Why the Catholic Church should apologize to Rizal?s mother

THE ACTUAL transfer of the urn of themortal remains of Jose Rizal on Dec. 30, 1912 around Plaza St. Ruiz, Binondo.
The urn was accompanied by the Knights of Rizal who kept vigil the previous night, and by the Masons.

Coming so swiftly on the heels of Christmas and the Slaughter of the Innocents, the annual Rizal Day holiday on Dec. 30 usually passes fleetingly by as just another blessed day off, before we all plunge merrily into the noisy revelries and inebriations of New Year?s Eve.

(In the late 20th Century, some of the well-known speakers on Rizal Day began those festivities a little early, perhaps even before or during their oratories!)

This year promises to be a little different, as events of a century ago come up for commemoration?namely the burial of Jose Rizal by Filipinos and Americans at the Luneta on Dec. 30, 1912?fully 16 years after his execution by firing squad near the same spot in 1896.

Headed by President Benigno S. Aquino III, this year?s Rizal Day event at the Luneta features a full-dress reenactment and commemoration, by the Knights of Rizal and the Grand Lodge of Free and Accepted Masons, of the 1912 transfer of Rizal?s remains in an urn, from the custody of his family in their house in Binondo into the hands of the public for a wake at the Ayuntamiento in Intramuros, then burial at the Luneta.

There is an historic photograph taken in the City of Manila on Rizal Day 1912, showing the urn with the bones of Jose Rizal borne on a military caisson drawn by six black horses, and flanked by an honor guard of the Knights of Rizal (with caps and striped sashes) and white-clad members of the Grand Lodge of Free and Accepted Masons. The location of this 1912 event is now the Plaza Binondo de San Lorenzo Ruiz.

Amazing moments

How the twists and turns of history produced amazing moments in time, frozen in these historic photographs, is poignantly told by Asuncion Lopez Bantug, granddaughter of Sisa, the sister of Rizal, in her classic biography ?Lolo Jose: An Intimate Portrait of Rizal? (Manila: Intramuros Administration, 1982). It turns out to be an intimate portrait also of the mother of Jose Rizal, Do?a Teodora Realonda Alonso Rizal (1827-1911) and of his entire family.

She describes the events following the execution of Jose Rizal on Dec. 30, 1896, how his mother was denied custody of his remains, how he was denied a Catholic Church burial on consecrated ground and how he was secretly buried at Paco Park in an unmarked grave.

As Bantug wrote: ?The previous evening (Dec. 29, 1896), Do?a Teodora had gone from one official to another, begging to be given her son?s body after the execution. None was moved by her pleas?except for the mayor of Manila, Don Manuel Luengo, who acted on his own to grant her wish. She and Don Francisco spent the morning of the execution secluded in the house of my Lola Sisa, with whom they had been staying, on and off, since their eviction from Calamba. Lola Sisa had ordered a coffin for her brother and it was sent in a hearse to the Luneta as soon as word came that all was over.

?What was my Lola Sisa?s consternation to learn that the body was gone?and nobody able, or willing, to tell her where it had been taken. She hurried to the city cemetery at Paang Bundok (where, in a farewell note, my Lolo Jose had expressed a wish to be buried), but no body had been taken there. She made the rounds of the suburban graveyards, but in none had there been a burial that morning. Other members of the family were going from one authority to another, begging to be told where the body had been buried, but were met only with silence and a shrug.

?But my Lola Sisa refused to give up. She continued her round of the graveyards?and was finally rewarded. At the Paco Cemetery, the old city graveyard no longer in use, she noticed Mayor Manuel Luengo and some army officers inspecting a grave. When they left, Lola Sisa hurried to the site. It was a freshly dug grave and could only be that of her brother. She went to the sexton and persuaded him to mark the grave with the small marble slab she carried. The marble slab, designed by family friend Doroteo Ongjungco, was inscribed with three letters, RPJ?my Lolo Jose?s initials in reverse. The family feared that a more explicit tombstone might prompt the authorities to remove the body and hide it elsewhere, to prevent any public veneration of the Rizal grave. It is said that a guard was placed at the Paco Cemetery to discourage snoopers.?

Cold oblivion

The Rizal family did not gain custody of his remains until the end of the Spanish colonial regime at the hands of Commodore Dewey in 1898. Rizal?s bones were exhumed from the cold oblivion of Paco in the wake of the Mock Battle of Manila Bay.

?Two years later, in the turmoil that followed the American occupation of Manila, his family seized the chance to recover my Lolo Jose?s body unhindered by Church or State,? wrote Bantug. ?Spain had fallen in the Philippines; American troops took over in Manila on Aug. 13, 1898. Four days later, on Aug. 17, my Lola Sisa, accompanied by her daughter Angelica, sculptor Romualdo Teodoro de Jesus, Higino Francisco and Doroteo Ongjungco, went to the Paco Cemetery and had the grave dug up.

?The body was found to have been buried directly into the earth, without a coffin. Nevertheless, the clothes were still recognizable, though whatever my Lolo Jose had hidden in his shoes had long rotted away. A vertebra showing a bullet wound was kept in a glass and silver cup in Lola?s house.

?The remains were taken to my Lola Sisa?s house, where Higino Francisco and Romualdo Teodoro de Jesus themselves reverently washed the bones. They were later placed in an ivory urn carved by De Jesus. This urn was venerated in frequent public ceremonies during the 1900s, when Rizal began to be honored as the National Hero of the Philippines.?

And so in the repose of his family?s bosom, in his mother?s everlasting solicitude, Rizal?s bones lay for 14 more years. Unbeknownst to them and shortly thereafter, Americans such William Howard Taft (the first Civil Governor under American Occupation) and Henry A. Cooper (Dem., Wisconsin) had discovered Rizal for themselves through his writings, while wrestling with the thorny question of what America ought to do for, about, or with the Philippines.

In 1901, the United States Philippine Commission issued Decree No. 243 authorizing a suitable monument for Jose Rizal, with funds for its construction to be raised by public subscription. A worldwide design contest for the future Rizal Monument elicited work from the cr?me-de-la-cr?me.

The proclaimed winning design, which was a fantasy in Italian Carrara marble by Carlo Nicoli (?Al Martir de Bagumbayan?) was, however, never built. The simpler second place winner, ?Motto Stella? by Swiss artist Richard Kissling, is what we find in the Luneta today.

Final tomb

Bantug described the culmination of a monument building process that apparently outlived Do?a Teodora by 1912.

?In 1912, the foundations were laid for a monument at the Luneta that would also serve as the final tomb for the hero?s mortal remains. On Dec. 29, 1912, the urn containing the remains was borne in solemn procession from the family?s house to the Ayuntamiento, that fine Marble Hall that had been a symbol of Spanish sovereignty in the Philippines. [Teodora Alonso was laid in state in the same location the previous year.] In the salon of the Ayuntamiento, the urn was enshrined on a magnificent catafalque surrounded by innumerable floral wreaths, offerings of the nation. Throughout that night, the Knights of Rizal and other patriotic groups as well as the public kept vigil round the catafalque.?

?Next morning, Dec. 30, 1912?16th anniversary of the martyrdom?the urn was borne to the Luneta on an artillery caisson drawn by six horses. Thousands joined the procession and thousands more lined the streets.

?At the Luneta, the obsequies were led by acting Governor-General Newton W. Gilbert and the two ranking statesmen of the Philippine Assembly, Sergio Osme?a and Mariano Ponce, the latter one of Rizal?s dearest friends. Then the urn was deposited in the center of the base over which would rise the monument?

?The monument they accomplished has become a national landmark, the most visible tribute of the nation to its greatest son.

?But neither of his parents lived to see his monument.?

Rizal?s father, Francisco, died in Manila in 1898. His mother, Do?a Teodora, died in August 1911 just a year and a half before Rizal?s burial at the Luneta on Dec. 30, 1912, the event whose centenary we commemorate today. She had lain in state in the very same Ayuntamiento the year before Rizal was buried at the Luneta.

Wronged and harmed

In the year 2000, the good Pope John Paul II offered apologies on behalf of the Vatican to all who had been wronged or harmed in history by the Catholic Church, notably to Galileo Galilei for the events of over three centuries ago involving his predecessor Urban VIII and the whole question of the Earth being the Center of the Universe.

He called on all the prelates of the Catholic Church in various countries to follow his example in making such historic apologies for wrongs that need acknowledging.

I think the Philippine Catholic Church does owe such an apology to Rizal?s mother for their inhumane treatment of him, even as a convicted demiurge of the Philippine Revolution, in denying her custody of his remains. The Philippine Church has not heeded the call of Pope John Paul II in any matter within their realm. They must think that, unlike him, the infallibility gives them impeccability.

It was cruel and unjust to deny Do?a Teodora such a pitiable request after the State and Church had united in executing him and satisfying their blood lust against the insurrectos through him.

I appeal for historic apologies to her and not for Jose Rizal (who?d neither want nor need it). Or else the Church should suffer forever the present exclusion from Philippine history that has continued unabated since 1912, when final funeral rites for the national hero before final interment at the Luneta were given to the Masons, and denied to the Catholic Church.

TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe said on Wednesday his government will pursue bold monetary policy, flexible fiscal policy and a growth strategy to encourage private investment.

"Japan won't have a future and won't be able to restore fiscal health without a strong economy," Abe told a news conference after taking office as the country's seventh prime minister in six years.

Abe has pledged to put top priority on beating deflation and taming the strong yen, which are dragging down the world's third biggest economy. He also wants to loosen the limits of Japan's post-World War Two pacifist constitution on the military and has vowed to take a firm stance in a territorial row with a rising China.

Shooter who ambushed firefighters left note showing intent to burn, kill

(CNN) ? A sniper who ambushed volunteer firefighters in upstate New York on Monday, killing two and seriously wounding two others, left a note saying he hoped to burn down his neighborhood and kill as many people as possible, police said Tuesday.

A charred body, believed to be his sister?s, was found in the burned house she shared with him Tuesday, police said.

William Spengler, 62, used a Bushmaster semiautomatic rifle, the same kind of weapon used in the assault on Sandy Hook Elementary School, Webster Police Chief Gerald Pickering said.

?He was equipped to go to war,? Chief Pickering said.

The shooter, who was convicted of killing his grandmother decades ago, was found dead of a self-inflicted gunshot wound hours later.

Pickering, at a news conference Tuesday, read a sentence from the three-page typewritten note that detectives believe Spengler?s left behind: ?I still have to get ready to see how much of the neighborhood I can burn down and do what I like doing best ? killing people.?

The note indicated Spengler?s intentions, but not his motive, Pickering said. The rest of the contents will not be made public because it is evidence in a criminal investigation, he said.

There is ?all kinds of speculation? about why Spengler wanted to destroy his neighborhood and kill firefighters and residents, Pickering said.

One theory is that he was upset about a donation his mother, who died in the past year, made to the fire department, he said. Another theory is there could be a connection to his arrest in the killing of his grandmother, he said.

?Motive is always the burning question and I?m not sure we?ll ever really know what was going through his mind,? Pickering said.

Spengler was convicted in 1981 of first-degree manslaughter in the death of his grandmother and had been released on supervised parole, Pickering said.

It will be a challenge for the medical examiner to determine if his siste r? 67-year-old Cheryl Spengler was killed before the fire was set because it was a ?raging inferno,? Pickering said.

Spengler?s former neighbor, Roger Vercruysse, said that Spengler was a nice guy who used to come over to Vercruysse?s sister?s house for holiday parties and would wave to the family from his front porch, where he often sat during the summer.

?He?d come to our house, we used to have picnics,? he said.

Spengler was especially attentive to his mother, who passed away in October, Vercruysse said, visiting her every day in the nursing home where she lived until she died.

?He loved his mama,? Vercruysse said. ?He always talked about his mother.?

Spengler did not share the same closeness with his sister, with whom he shared his home, Vercruysse said.

?He told me he hated his sister and never could tell me why,? he said. ?I?d always wave to the sister, but she was not friendly.?

Firefighters from the Rochester-area town of Webster responded before 6 a.m. Monday to a 911 call, reporting a fire that Spengler is believed to have set, when the gunfire began, Pickering said.

?This was a clear ambush on first responders,? he said. Spengler was firing from ?a natural depression? against a bank and a tree, he said.

An off-duty police officer, who happened on the scene, returned gunfire and sheltered firefighters with his car, Pickering said.

?Had the police officer not been there, more people would have been killed because he immediately engaged the shooter with a rifle,? he said. ?Essentially, it was a combat condition.? Investigators won?t know until after an autopsy if any of his shots hit Spengler, he said.

Officer John Ritter of the Greece, New York, Police Department, suffered minor shrapnel wounds but was released after treatment at a hospital.

The two wounded firefighters were in stable condition after surgery Tuesday, Pickering said Tuesday morning. They were being treated for ?serious injuries? in intensive care at Strong Memorial Hospital in Rochester, New York, he said.

Seven houses were destroyed and several others damaged by the fire, which investigators believe spread from a car parked next to the home where they believe Spengler lived, Pickering said.

Authorities do not know how Spengler obtained the Bushmaster rifle, .38-caliber revolver and 12-gauge shotgun he used, Pickering said. As a convicted felon, Spengler was not allowed to legally possess weapons.

In chilling audio heard over a scanner Monday, a West Webster Fire Department firefighter reported ?multiple firemen shot? ? including himself, with wounds to his lower back and lower leg ? and ?shots still being fired.?

?I?m pretty sure that we have two DOAs? ? the term for dead on arrival ? ?on the street,? the wounded firefighter said. ?? They?re down and not good.?

For several hours after that, the threat of gunfire stopped firefighters from battling the blaze and forced police SWAT teams to evacuate 33 people in the neighborhood of small waterfront homes.

The fire destroyed seven houses. It was under control by 2:30 p.m. ET, but authorities weren?t able to get into any of the homes. Pickering said it?s possible that more victims could be inside.

Lt. Michael Chiapperini, a firefighter who died at the scene, was a veteran of the West Webster Fire Department and a police lieutenant. He?d been named Firefighter of the Year just two weeks ago. And not long before that, he had volunteered to go to Long Island to help those suffering after Superstorm Sandy, New York Lt. Gov. Bob Duffy said.

The other slain firefighter was Tomasz Kaczowka, who was also a 911 dispatcher. He?d been with the West Webster Fire Department for just more than a year, department spokesman Al Sienkiewicz said.

The shooting occurred amid a renewed gun control debate after the December 14 elementary school massacre in Newtown, Connecticut, that killed 26 people, most of them children. The gunman in that case, Adam Lanza, also killed his mother and himself.

The head of a lobbying group that represents first responders said the Monday shooting was ?senseless and cruel.?

Dianne Feinstein, D-California, has said she will introduce legislation to reinstate the assault weapons ban that expired in 2004, while National Rifle Association CEO Wayne LaPierre has said his group will fight any new gun restrictions, saying most gun laws now on the books are rarely enforced.

Pickering, the Webster police chief, said it was important ? after the shooting in his town and others ? to ?get a handle on gun control.? He also said more needs to be done to make sure that dangerous people aren?t in society, where they can kill.

?For the last 20 years we have been turning people loose and de-institutionalizing people, and I think we?ve swung too far,? he said. ?I think there are still people that need to be in institutions that are a danger to themselves or others. And this is a classic example.?

Manning's 3 TDs lead Broncos to 34-12 win

DENVER (AP) ? By his own estimation, Peyton Manning is not the quarterback he used to be.

Try telling that to the Cleveland Browns.

Manning threw for a season-high 339 yards and three touchdowns, two of which he zinged into impossibly tight windows to well-covered receivers, that pushed the Denver Broncos into a first-place tie in the AFC standings with a 34-12 win over the Browns.

The 36-year-old quarterback recorded his 72nd career three-touchdown game Sunday as Denver (12-3) won its 10th straight. Manning has 34 touchdowns and 4,355 passing yards this season ? second-most touchdowns he's thrown in his 14 seasons and 203 away from second-most yards, as well.

Yet, when asked if he's playing as well as he did in his prime, Manning didn't hesitate: "I don't. I do not. I don't," he said.

"A 36-year-old quarterback coming off a year and a half off, playing on a new team, I'm trying to be as good as I possibly can in this scenario," he said in an unusually candid news conference. "It's a different kind of body I'm playing in and just a different kind of quarterback play for me."

Yes, Manning says, it takes more time with the trainer, more time in the weight room and there's more mystery because of the injury. But when he hits the field, he looks like the quarterback who has a record four Most Valuable Player awards and is in the running for a fifth.

His first two touchdown passes, to Demaryius Thomas and Eric Decker, were Exhibits A and B of his prowess on a breezy, warm day the quarterback used to test out an orange glove. He may use it when the weather gets colder come playoff time.

The throw to Thomas was a 22-yarder lobbed to the back of the end zone. The 10-yard touchdown to Decker was more of a laser. Like the Thomas touchdown, it was thrown in leaping range of the receiver where only he could catch it.

"People call that the Dwight Clark throw," Manning said of the iconic Joe Montana-to-Dwight Clark touchdown that won the 1981 NFC title game for San Francisco.

Browns cornerback Sheldon Brown had blanket-tight coverage on both balls. Sometimes the other guy is simply better.

"I've seen him do a lot of special things," said receiver Brandon Stokley, who also played with Manning in Indianapolis. "It would be hard, at this point, for anything he does to surprise me."

Manning's mastery opens things up for the Denver defense to get aggressive, and it did ? finishing with six sacks, all in the second half.

Von Miller was in on two, the second of which knocked quarterback Brandon Weeden out of the game with an injury to his right shoulder. Late in the fourth quarter, Browns running back Trent Richardson was carted off the field, with trainers looking at his left ankle. Coach Pat Shurmur offered no additional information on the injuries.

Cleveland (5-10) lost its second straight after winning three in a row.

"Our record (stinks) and everybody is disappointed," defensive back Joe Haden said. "Every week it seems like you lose a game and you try to explain why it happened, that you just lost. We need to do better. We just need to win. We can't keep coming here talking all the same."

As good as the Broncos were, there were frustrations. Denver finished with a season-high 11 penalties; Manning threw an interception that ended a long second-quarter drive inside the Cleveland 10; Broncos kick returners bobbled the ball twice, but recovered both; Browns lineman Billy Winn plowed guard Zane Beadles into Manning, altering the trajectory of the pass 30 feet into the air for an incompletion. Manning pounded his fist into the turf after that one.

Just another Broncos first down ? and another sign this was not Cleveland's day. Two plays later, Manning hit Decker for an 8-yard touchdown, and three plays after that, Miller knocked Weeden out of the game.

Denver reached 30 points for the 10th time this season, yet another benchmark of success for Manning, a quarterback who insists age and injury have turned him into someone much different than what he once was.

"The ramifications of the (injury) is part of it, and part of it is probably being 36, and part of it is probably playing with a new team," he said. "You can probably add them all together. I'm just trying to kind of be the best I can be in this role."

Smaller Colorado River projected for coming decades, study says

Dec. 23, 2012 ? Some 40 million people depend on the Colorado River Basin for water but warmer weather from rising greenhouse gas levels and a growing population may signal water shortages ahead. In a new study in Nature Climate Change, climate modelers at Columbia University's Lamont-Doherty Earth Observatory predict a 10 percent drop in the Colorado River's flow in the next few decades, enough to disrupt longtime water-sharing agreements between farms and cities across the American Southwest, from Denver to Los Angeles to Tucson, and through California's Imperial Valley.

"It may not sound like a phenomenally large amount except the water and the river is already over-allocated," said Richard Seager, a climate scientist at Columbia University's Lamont-Doherty Earth Observatory and lead author of the new study.

The study expands on findings published in 2007 in the journal Science that the American Southwest is becoming more arid as temperatures rise and rainfall patterns shift from human-caused climate change. It also comes on the heels of a major study of the Colorado River Basin by the U.S. Department of Interior that projected longer and more severe droughts by 2060, and a 9 percent decline in the Colorado's flows.

"The projections are spot on," said Bradley Udall, an expert on hydrology and policy of the American West, at the University of Colorado, Boulder. "Everyone wondered what the next generation of models would say. Now we have a study that suggests we better take seriously the drying projections ahead."

The present study narrows in on three key regions for water managers -- the Colorado River headwaters, the greater California-Nevada region and Texas, which gets nearly all of its water from within state borders. The study makes use of the latest models (those used by the Intergovernmental Panel on Climate Change in its Fifth Assessment Report due out next fall), to estimate seasonal changes in precipitation, evaporation, water runoff and soil moisture in the near future, 2021-2040. "It's a much finer grain picture than the one we had in 2007," said Seager.

Drying is expected in all three regions, as warmer temperatures trigger more evaporation, even in places that may see greater seasonal rain or snowfall, the study found. The models project that temperatures in 2021-2040 will be 1 to 2 degrees Celsius warmer than now. The Colorado headwaters are expected to see more precipitation on average, but annual stream flow is expected to decline by 10 percent, and as much as 25 percent during springtime, as warmer temperatures boost evaporation, the study found. California and Nevada will also see big changes in spring, with a projected 20 percent drop in spring runoff; Texas will overall become drier with a 10 percent decline in annual runoff. For Texas the models predict that precipitation will decrease and evaporation rates will also go down in spring and summer, but only because "there is no moisture to evaporate," said study co-author Mingfang Ting, a climate scientist at Lamont-Doherty.

Population growth in the Southwest is putting added pressure on regional water resources. To put the Colorado flow projections in context, a 10 percent decline is about five times the amount of water that Las Vegas uses in a year, said Udall. With alternate water sources tapped out, the West will likely have to meet the decline by cutting back on water use. "You can't go build another water project," he said. "That's what makes this problem so difficult."

Forget Fracking: 2012 Was A Powerful Year For Renewables

Natural gas may have reshaped the domestic energy market in 2012, lowering energy prices and marginalizing the coal industry, but America's shale boom hasn't undermined renewables.

In fact, while analysts were paying attention to fracking this year, a record number of solar panels were being slapped on roofs ? enough to produce 3.2 gigawatts of electricity.

That sounds like a lot, but solar is still providing just .05 percent of the country's total energy. Still, the solar industry keeps expanding. Roan Resh, who heads the Solar Energy Industries Association, said that's because solar panels are becoming cheaper to make and to install.

"Just to give you perspective," Resh said, "in Washington, D.C., where I live, when I installed solar on my house six years ago, the average install cost was about $14 a watt. Today it's about $4 a watt."

So if you're installing solar panels, business is good. But there's a flip side to that equation. Prices are low because of a global manufacturing glut. Solar manufacturers have the capacity to produce way more panels than consumers are asking for right now, and many panel producers are struggling.

The bulk of solar growth is happening at businesses; companies are installing panels on roofs so that they don't have to buy as much energy from the grid. State and federal policies are making that an easy decision for companies. Businesses who install panels can qualify for grants and tax breaks, and laws in 38 states require a certain amount of electricity to be generated by solar, wind and other renewable sources.

A Good Year For Wind Power, Too

Wind was up this year, too. The federal Energy Information Administration says the industry could add 1.2 gigawatts of capacity this year. Wind only provides a small portion of domestic power, about 3 percent.

Wind is on a strong streak with consumers as well, says Rob Gramlich, a vice president at the American Wind Energy Association. "Where we were serving the equivalent of 6 million homes at the end of 2008, we're serving 13 million today," he says.

In three of the last five years, wind has been the fastest-growing energy sector. That was the case in 2012, but this year's totals leave a bit of a false impression. There's been a flurry of activity in December, and in fact more than half of new wind farms will likely come online this month.

"The single-most reason for that is the tax support system which we all rely upon is expiring at year-end," explains Jim Spencer, the president and CEO of New York-based EverPower, which runs wind farms in Pennsylvania, New York, Ohio and California. "We really accelerated projects that might otherwise have been built next year."

The 2013 Windbreaker

The program ? called a production tax credit ? expires on Dec. 31. It allows companies that get their wind farms running before then to claim a 2.2-cent tax break for every kilowatt hour of energy produced. That might not sound like a lot, but it keeps their business costs down by about 30 percent.

So wind power is about to get 30 percent more expensive for the utilities at a time when natural gas is very cheap. That's bad news, Gramlich says.

"Utilities are looking at those prices. And they simply won't buy nearly as much wind power without that credit," he says.

The tax credit could still pass, likely as part of the huge bills all the "fiscal cliff" agreements will be stuffed into. A last-minute extension, however, won't help for 2013.

"It's really a black hole next year," says EverPower's Spencer. "We have absolutely no construction plans for next year."

So wind will slow down next year, but no matter what happens with natural gas, you can still expect growth in renewables, due to those state laws pushing alternative energy.

States are doing that because climate change scientists around the world agree that if we don't find a replacement for fossil fuels, our goose is cooked.

Unemployment down: which states are doing better than others

Unemployment rates fell in 45 states in November, but the strength of the job market varies widely by region, according to US data. Local resources and housing markets are among the reasons.

The newly released data from the Labor Department reveal stark?differences by state and region: Some are still mired in deep trouble, while others are improving rapidly or enjoy "full employment" conditions.

Some overall patterns:

? The Plains states, rich in energy and agriculture and relatively?light on population, have the strongest job conditions. The?unemployment rate is just 3.7 percent in Nebraska, for instance, and still falling. That's close enough to zero that the state can be?considered at full employment (given that any labor market tends to have some people in transition at any given moment).?Joblessness in a number of neighboring states is in the 5 percent range.

? Many housing bust states are improving along with the market for real estate. The biggest centers of the housing collapse were "sand" states: California, Arizona, Nevada, Florida. All still have?unemployment rates above the national average, but joblessness has been falling steadily this year. In fact, Arizona and Florida are at 7.8 and 8.1 percent, respectively, not far above the nationwide rate of 7.7 percent. California stands at 9.8 percent, and Nevada at a nation-leading 10.8 percent.

? The Northeast has the biggest momentum problem. Although the?unemployment rate improved in these states last month, compared with October, the picture has actually darkened when measured over a six-month span. New Jersey, plus all six New England states except Rhode Island, have seen the jobless rate rise since May. New York, for its part, has been essentially flat over the past 12 months.

Why? One reason may be a tepid housing market. Home prices in the region have been falling in five of these eight states over the past year, and are nearly flat in two others (with Vermont showing a 3 percent price gain), according to Federal Housing Finance Agency data.

The woes of New Jersey and Connecticut, at least in these statistical comparisons, don't have to do with Hurricane Sandy. The official unemployment numbers in those states improved a bit between September and November (with the storm striking in late October). In part, that's because of people who were recently counted by the Labor Department as not in the labor force, for weather-related reasons.

? Elsewhere, two Midwestern states, Illinois and Michigan, deserve mention as populous places where the jobless rate is high and stubborn. Unemployment is higher in these states than it was six months ago.

By contrast, nearby Indiana and Ohio have seen their job markets?improving, similar to patterns seen in much of the West and South.

Not if you wanted your business to succeed, yet that?s exactly what appears to be standard operating procedure for many of the country?s execs operating in the B2B space.

The tool? Social media, and according to the 2012 Harris Interactive 2012 Zeno Digital Readiness Survey, that?s precisely how a large minority of B2B decision makers use social media?. or don?t use it, if the survey is an accurate reflection of their behavior.

The survey discovered that while a majority of execs do take social media into account when making their business decisions, it?s a much smaller percentage than the number many people would guess, given the importance social media occupies in society today. Moreover, the percentage that never make a move without consulting their Twitter, Facebook, LinkedIn, or Pinterest oracle is but 21%.

Consider this:

  • There are over 168 million U.S. Facebook users, equating to over 73% of the Internet-using population, and according to Facebook, they average over 40 minutes a day on the site.
  • U.S. Twitter users topped 100 million for the first time in 2012, and Twitter using brands report getting twice the number of inbound leads as those that don?t.
  • 53% of B2B companies use Twitter.
  • 55% of B2B buyers use social media to help make purchase decisions.
  • 82% of buyers trust a brand more if its CEO is active on social media, yet midway through 2012, only 30% of CEOs are active on social networks of any stripe. (BusinessInsider)

It seems that using social media as a decision making tool among B2B brands? decision makers is far less common than one might have thought, even if their companies have a social media presence. While some companies, like eBay, have wholly embraced social media as a powerful decision making tool, even implementing real time listening posts to monitor social traffic and conversations, others have stopped at using social media for marketing only.

The Better Half?

As a marketing company we certainly support social media marketing, however companies that stop there are leaving much on the table. Social media represents the first time that businesses have the ability to not only affect a behavior change, through social media marketing, but also to monitor and correct their efforts in real time.

Brands that don?t do that are missing half the equation. You?re staring an opportunity to monitor your market?s trends, attitudes, and opinions right in the face. As social has grown increasingly mobile recently (According to Hubspot, 49% of smartphone owners use them for social networking) the real time feedback aspect of social media as a way to shape your marketing efforts has grown even more powerful.

Most decision makers are loathe to even take a shower without their mobile device, so this is definitely a trend not to be ignored. According to Techcrunch 22% of LinkedIn?s usres are now mobile, and that number is rising. Given LinkedIn is a B2B marketer?s paradise, how their user base acts definitely bears watching. Since mobile usders get things in near real time, the feedback you?ll get is that much more valuable.

The Social Register?

The bottom line; embrace not just social media marketing, but social media monitoring, too. Watch your blog comments, Twitter, Facebook, and LinkedIn regularly. More to the point, get what they?re telling you, and act on it quickly. Your bottom line will go nowhere but up. Oh, and you C-suiters out there, get your butts using LinkedIn and Twitter, stat!
