LONDON (AP) ? On a trip already marked by misstep, Mitt Romney has an Olympic history that could prove problematic: His stewardship of the 2002 Winter Games in Salt Lake City was not without controversy.

Romney and his wife, Ann, are set to attend the opening ceremony at the Summer Games on Friday, an event that punctuates the first leg of a three-nation tour that will take him to Israel and Poland. It's the first international swing for the presumptive Republican presidential nominee, who has crafted an itinerary designed to showcase his diplomatic skills and political strengths.

The Olympic appearance carries special significance for Romney. His political career was born out of his leading role at the Salt Lake City Games, which were plagued by scandal before he was tapped to take over.

"I can't resist the pull of the beginning of the Olympics here," Romney told reporters Thursday. "My experience as an Olympic organizer is that there are always a few very small things that end up not going quite right in the first day or so ? these get ironed out and then when the games themselves begin and the athletes take over, all the mistakes of the organizing committee ? and I made a few ? all of those are overwhelmed by the many things that the athletes carry out and by the spirit of the games."

Romney's comments were aimed at downplaying his earlier suggestion that British officials might not be prepared to pull off a successful Olympics. In an interview with NBC News, he called London's problems with games preparation "disconcerting," and the remark sparked sharp responses from Britain's top officials.

Prime Minister David Cameron said Romney and other doubters would "see beyond doubt that Britain can deliver." London Mayor Boris Johnson told tens of thousands gathered in Hyde Park: "There's a guy called Mitt Romney who wants to know if we are ready. Are we ready? Yes, we are!"

Amid the uproar, Romney met privately with Cameron, afterward concluding, "I expect the games to be highly successful."

On Friday, the former Massachusetts governor said "it looks to me like London is ready," although he observed in an NBC interview that "it is hard to put on the Games in a major metropolitan area."

Asked about the stir his earlier remarks caused, he replied, "I'm absolutely convinced that the people here are ready for the Games, and in just a few moments, all the things the politicians say will be swept away" by excitement over the competition.

The negative attention distracted from Romney's push to highlight the U.S.-British bond and bolster his foreign policy credentials as he auditions for the world's most powerful elected office. The Olympic focus also brought fresh attention to his actions in Utah a decade ago.

"The country is in need of a turnaround. The Olympics was a turnaround," Romney told CNN in an interview broadcast as London slept early Friday morning. "The attacks that come by people who are trying to knock down my business career, or my Olympic experience, or our success, those attacks are not going to be successful."

Such attacks have been plentiful in recent months. Democrats and even some Republicans have criticized Romney for taking credit for the 2002 games' success while relying on federal funding to help cover costs as the Salt Lake Olympics sought to recover from financial mismanagement and corruption.

"One of the things he talks about most is how he heroically showed up on the scene and bailed out and resolved the problems of the Salt Lake City Olympic Games," Rick Santorum, now a Romney supporter, said in February when he opposed Romney for the GOP nomination. "He heroically bailed out the Salt Lake City Olympic Games by heroically going to Congress and asking them for tens of millions of dollars to bail out the Salt Lake Games ? in an earmark."

Romney took over the games in 1999 after its leaders were accused of sending money to members of the International Olympic Committee to help Salt Lake City win the games.

By Romney's account, the government spent about $600 million helping the Salt Lake Olympic Committee. An additional $1.1 billion was planned for projects like roads and bridges, infrastructure improvement projects that the government probably would have paid for eventually, though the timing of the games may have sped up the construction.

Romney has made himself the very public face of the effort, claiming that he personally cut millions from the budget, wooed major companies and won sponsorships himself and pulled the whole endeavor back from the brink of failure. His record in Salt Lake was the cornerstone of his run for governor in Massachusetts, a campaign he announced in March 2002, just weeks after the games concluded.

Romney, who promises to slash federal spending if elected president, rarely acknowledges the federal support for the 2002 games on the campaign trail. His aides say much of it was for increased security costs after the 2001 terrorist attacks, which occurred about five months earlier.

But Romney doesn't mention the commitments the government had already made to cover costs associated with the games ? or elaborate on his role in persuading congressional appropriators and critics to give the games more money.

In the 2004 book he wrote about the games, "Turnaround," Romney outlined how he revamped the Salt Lake Olympic Committee's lobbying operations in Washington. He directed plans to hire experienced transportation lobbyists and wooed congressional leaders.

In one instance, Romney highlights how he made arrangements for different states to send experienced bus drivers to Utah. He helped arrange to pay them union wages, he wrote in the book ? and he persuaded the federal government to pick up the tab.

One of the lessons he learned: "If you work at it long enough, there is always another way to get the help you need in Washington," he wrote.

In London, first lady Michelle Obama is also scheduled to appear at Friday's opening ceremony, in addition to other events. She and Romney are expected to avoid the same venues.

Romney said he would attend at least one event in addition to the opening ceremony. The family has a horse competing in an equestrian event known as dressage. But Romney told Britain's Deputy Prime Minister Nick Clegg that he would prefer to watch swimming.

Norfolk's School Board requested an economic impact study from the city last week, the latest step in the division's struggles to shore up its standards and its reputation.

Board member Brad Robinson told The Pilot's Steven Vegh that such a study, designed to show the return on dollars the city spends on the division, would alter the city's thinking about schools. Rather than a cost, he said, schools are an investment.

Everyone - the City Council, School Board, principals, teachers, parents and students - should get behind that idea and start pushing.

Research has shown undeniable links between quality schools and high home values. It also shows evidence that schools can serve as an economic development engine. Schools train future workers, who in turn are more productive because of their education. Strong schools assure businesses looking for a base that their investment and their employees will be supported by excellent education. Quality schools provide benefits for every member of a community, not just the students within the buildings.

Many argue that Norfolk already offers strong schools and quality education. They are right - for some students. But the past several years have shown that Norfolk also does too little for other students, their numbers reflected in sagging accreditation scores, high dropout rates and low on-time graduation rates. Early results show that Norfolk has made gains in the past year on graduation rates, but accreditation rates continue to drop.

The months since the ouster of the division's last superintendent have not been wasted; pieces have begun to fall into place for a strategy to deal with the division's woes. Its elements include a new leader with outstanding credentials, the stated desire of some in city leadership to find new funding for schools, and efforts to change the poor perception of Norfolk schools by reaching out to the community.

First, the division hired Samuel King as superintendent. Last year he was named Georgia's top superintendent by the state school boards association. His former division, Rockdale, met all federal Adequate Yearly Progress goals for the last few years, lowered dropout rates and raised graduation rates.

Next, while efforts to boost a referendum on an elected school board failed to make the fall ballot, the City Council appointed three new members. The reshaped board appropriately named full accreditation for all schools its top priority for the coming school year. Increasing academic achievement for all students and improving climate, safety and attendance at all schools round out the top three on the priorities list, which is still taking shape.

Board members have begun a program review that will take at least a year to ensure that the division spends the $300 million in its budget wisely. But a shift in allocations is unlikely to produce enough cash to build needed new schools and provide higher pay for teachers.

New schools and bigger paychecks do not provide a straight line to academic success. But they are crucial components in recruiting and keeping qualified teachers, as well as in convincing parents that their children have a safe environment in which to learn.

It appears schools have support on the City Council for more money. Councilman Tommy Smigiel and Councilwoman Theresa Whibley both have asked that the council use its September retreat to find new sources of money for schools. Although the state contributed more money to K-12 schools this year to cover growing obligations, cities have few means beyond real estate taxes to raise revenue.

One of the division's biggest hurdles to success may be the community's poor perception of Norfolk's schools. Combating that image requires resolving the problems the division faces, and School Board members acknowledge that the resolutions must come quickly.

But the division already has taken some necessary steps. It sponsored community meetings to invite discussion, ideas and ownership. It has shown a willingness to seek corporate support and investment of time and money from volunteers. Board members' priorities for the coming year also included a marketing campaign to promote the city's schools.

Last year, an economic impact study commissioned by Virginia Beach schools showed that every dollar spent by the division produced $1.53 in spending in the region. A more than 50 percent return on investment makes a powerful marketing tool.

A monetary measure of schools' worth to Norfolk provides only part of the picture. But it's an assessment that underscores the importance of public education, and a reminder to everyone - in schools, in city government and in the community - that all must make a contribution.

Analysis: Favoring the French, a lesson in perception from bonds

LONDON (Reuters) - One indebted country has pushed through unprecedented austerity measures and persuaded Europe to shore up its banks. The other has done very little and is about to roll back even some of that.

Which one is paying near zero percent on its debt?

Spanish Prime Minister Mariano Rajoy must be wondering what he needs to do to get his country's borrowing costs down from levels that, over time, will bankrupt it.

Just to the north, French President Francois Hollande, whose country is financially in only slightly better shape, could be forgiven for thinking financial markets were mistaking France for Germany.

No matter what policy steps euro zone countries are taking -individually or as a whole - the gap between the economies in the north and those in the south are growing wider, the opposite of what European leaders are trying to achieve.

"Investors are drawing a dividing line along the Alps and the Pyrenees," Rabobank rate strategist Richard McGuire said about the paradox of two debtors being treated as if they belonged to different worlds.

With 10-year borrowing costs of around 7 percent, Spain may soon be forced out of capital markets. France, on the other hand, looks like one of the world's safest debt markets with its debt costs some 500 basis points lower.

On Thursday, investors even got to the point of paying what amounts to a parking fee -- a negative yield -- on short-term French debt.

This contrasts with the picture in November last year when France was seen as the next weakest link in the euro zone after Spain and Italy and the spread, or difference, between French and Spanish 10-year yields was about half what it is now.

There are a multitude of reasons for this unequal treatment on bond markets -- France's slightly stronger economy, its history of being close to Germany politically, and recent moves by the European Central Bank.

But for the moment and perhaps unwarranted, France is basking in the euro zone's core and Spain is being hung out to dry.

DISTORTED FLOWS

There is an awkward feeling about the flows into French bonds, though. Investors' view that France is the weakest of the so-called "core" group of the euro zone has not changed.

France has plenty of things to put investors off. A stubbornly high budget deficit, a flagging economy, still strong financial ties with Italy and Spain and inflexible labor markets are only a few.

While Hollande has managed to keep this year's budget deficit target of 4.5 percent of economic output on track by raising taxes on the rich, he is yet to deliver the deep structural reforms that markets were pushing for in November.

While most countries in the euro zone are lifting the retirement age, he has cut it. But he still needs to find a massive 33 billion euros worth of savings for next year.

That none of this is weighing much on French bonds is mainly because investors are being driven to find yield, or return for their money, wherever they can.

Germany -- the bloc's last domino -- has little room to accommodate more money in its debt markets, so many investors are simply forced to ignore France's shortcomings and boldly expand the area where they choose to deploy their cash.

"France is not doing great in terms of budget deficit progress and other reforms but you need at least some yield and German paper is not going to do the trick," Commerzbank rate strategist David Schnautz said.

"Buying France is the lesser of two evils."

A key factor has also been the European Central Bank's unconventional policy.

First, the injection of almost 1 trillion euros in three-year loans into the euro banking system renewed demand for Italian and Spanish bonds from their domestic banking sectors in the first part of this year.

While banks in Spain and Italy bought more risky debt from their shaken sovereigns, French banks were among those selling it to them, boosting the health of their balance sheets.

Also, two weeks ago, the ECB cut the rate it charges banks for depositing cash with it overnight to zero, doing little to quell underlying concerns about Spain, but effectively taking out what was previously seen as a floor for bond yields and other euro zone interest rates.

As well as Thursday's French bills, yields on short-dated bills issued by the bloc's safest economies - Germany, the Netherlands and Finland - have recently turned negative.

So, in a hunting for yield, many are now buying French bonds, which are perceived as riskier, but at least offer a bit higher returns.

Ten-year French yields trade at record lows just above 2 percent, some 80 basis points over their equivalent in Germany.

"It feels different compared to the end of last year when we saw clients excluding France from their benchmarks," said Kommer von Trigt, a bond fund manager at Robeco, a firm managing assets worth 177 billion euros.

"There is a new catalyst now, which is the ECB."

EN-CORE

At the other end of the spectrum, investor perception that the euro zone's southern periphery is at least potentially in danger of breaking off, is hammering Spain.

"Euro zone without France is something that people really have to struggle with," Commerzbank's Schnautz said. "You can imagine a lot of things but there's basically a point where imagination turns into fantasy."

Despite this, some investors say the French bond rally is a distortion caused by the ECB's loose monetary condition which could prove to be transitory if the euro zone debt crisis advances further.

Rabbani Wahhab, senior fixed income portfolio manager at London and Capital, a $3.2 billion fund, "deliberately" stays away from France and the peripheral markets.

"Our fear for the French bonds is that they will be once again caught in the crossfire when ... things blow out again in the periphery," Wahhab said.

PART 1 of 2?

During most of my childhood, I shared a bedroom ? and even a bed ? with my little sister Betsy, who is 22 months younger than I am. ?I remember our double occupancy quite fondly.

Her? Not so much.

For starters, I wet the bed until, well, let?s just say I was still occasionally wetting the bed right up until the time I finally scored my own room. And as you might imagine, Betsy didn?t enjoy waking up to wet sheets not of her own making. She also didn?t appreciate it when I insisted on trying to hatch baby chickens in our closet, or the way I kept taking down her Tiger Beat posters and putting up my own pony posters in their place.( I figured that as the older sister, I should have some priority.) Needless to say, Betsy was very happy when I finally moved into my own bedroom, meaning she finally had one of her own as well.

My two youngest daughters ? C and G ? also share a bedroom, although G still sleeps with Jon and me in our room ? either in the crib next to our bed or in the bed with us. But her toys are all in the bedroom she shares with her next oldest sibling, and eventually, she will sleep in there too, with both girls in the double canopy bed where C already sleeps.

I absolutely love the girls? bedroom, both because it?s so pretty and because it has a beautiful story behind it;?during the month between the death of my oldest child and the day I came home from the hospital with our newborn daughter, G. ?- who was born 6 weeks prematurely ? some incredibly dear friends and family, together with an amazing organization called??Special Spaces??renovated the room from top to bottom.

In a 100 year old house-in-progress, there?s always still another room that?s not yet renovated, and ?in 2010,?Jon and I had fully intended to get the last ?unfinished? bedroom in our house renovated in time for the baby?s arrival, planning for it to serve as a nursery?slash-bedroom that both the new baby and C could then share ( C had not had a bedroom of her own). ?But then, while Henry was hospitalized, and it looked like we would be bringing home a teenage boy in a wheelchair with a major brain injury, we realized we would need to make this first floor room over to become handicapped accessible for Henry because his bedroom had been upstairs, and that just wasn?t going to work.

That?s when Special Spaces jumped in, offering to create a room that would accomodate Henry?s special needs when he came home. We were SO grateful for this. It was one less thing to worry about. But then, Henry?s condition deteriorated, and we lost him on May 31, 2010. There would be no teenage boy coming home. However, we still had a baby due in 9 weeks, and amazingly, friends, family and the volunteers of Special Spaces decided that they still wanted to renovate the room for us ? turning it into a bedroom for the baby and her toddler sister.

This is what the room looked like before the makeover. As you can see, it was awful ? just an oversized junk closet with dirty white walls, ugly BLACK trim and terrible lighting. We had no furniture or curtains, etc. It was seriously fugly.?

And here are some photos of the ?reveal? after everyone who worked so hard on the girls? bedroom had finished their work in time to surprise me on the day I came home with the new baby, five days after my c-section. I was absolutely stunned by how lovely it was, and moved to tears by the effort so many nice people had put into giving our family this amazing gift. I had already bought this dresser for $45 or something at a local thrift store, but it was bright blue. For the room renovation, a family member, repainted it and replaced all the drawer pulls. ?The sweet artwork above the dresser had hung in a friends? children?s bedroom, and she offered it for the room makeover. And my son E painted the ?Georgia? sign for his new baby sister while he was away at camp the week she came early.

My mother gave me this 1950s canopy bed for the girls, and my sister picked out fabrics. Then the incredibly kind (and talented!) Special Spaces volunteers sewed up a new canopy, dustruffle and bedspread, along with the pretty matching drapes. The changing table in the corner was a hand me down from a friend that had been dark brown. It was also repainted for the new room.

Fast forward two years. G is now a very active two year old, and C will be 5 years old in two weeks. As you might imagine with two little girls this age in our family, we have accumulated MANY, MANY more books and toys and small plastic things of various types since the room was first completed, and frankly, I?ve totally run out of room for all of it. I have been feeling quite overwhelmed by the growing collection of ?kid stuff, and that?s led to me allowing their bedroom to become very messy in recent months.

This is what the girls? bedroom floor looks like at the moment. It?s not a pretty sight.

?

And we have children?s books overflowing baskets and shelves all over the house .

?

It?s absolutely, definitely time to update the beautiful nursery-slash-bedroom with some new storage that will work with the look of the room, and that will allow the girls to begin learning to put their things away. (It?s hard to teach this lesson when there?s no place for them to put their things away!) Lately, I?ve been feeling very guilty about the completely disorganized mess in the girls? beautiful bedroom, and pondering what kind of storage I could add to the room. My criteria are:

1 ? Compliments the room?s paint and fabrics. I don?t want a storage solution that ?uglies up? their pretty bedroom.

2 ? Accomodates both books and toys ? including the girls? larger toys, plus containers full of their small toys like Polly Pockets and legos.

3 ? Offers separate spaces for each of the girls so they can learn to pick up and put away their own things.

4 ? Accessible to the girls, meaning no tall shelves that might tempt G ? AKA: Danger Toddler ? to see how high she can climb when I am not looking.

5 ? Can?t require being bolted or affixed to the walls. This is because the walls in this room are made of the original plaster from when our house was built in 1910. It?s beautiful, but it crumbles easily, and in order to hang anything like shelves, or bolt a tall piece of furniture to the wall for safety, you have to find a stud in the wall, and if there isn?t one where you want to put something, you?re just out of luck.

In other words, I want something practical, but pretty. As I?ve been actively pondering the storage conundrum in the girls? bedroom, it seemed quite auspicious when Home Depot asked me if I?d like to shop at one of their stores to solve some storage and organization problem in our actual household, and then blog about how I solved the problem. ?HECK YEAH!? was my immediate response.

ALEXANDRIA, Egypt (AP) ? An apartment tower under construction collapsed on adjacent buildings in the Mediterranean city of Alexandria, killing 11 people, Egypt's Health Ministry said Sunday.

The ministry said five other people were injured and that search teams were searching for survivors buried under rubble.

The 11-story building in the poor Alexandria neighborhood of al-Gomrouk collapsed late Saturday onto three adjacent buildings, reducing much of the structures to rubble. All the dead and injured lived in the three smaller buildings.

Building collapses are not uncommon in Egypt, where shoddy construction is widespread in shantytowns, poor city neighborhoods and rural areas. With real estate at a premium in big cities like Alexandria and Cairo, developers seeking bigger profits frequently violate planning permits and exceed the number of stories allowed.
